Most manufacturers asking this question have already confirmed whether KC certification is needed, and now they are stuck on specific operation matters.Today we share practical information, break down materials and lead time by certification type one by one.
Korea KC is not a single certificate, but a parallel multi-system compliance framework. Required documents and cycles vary greatly for different product routes.
There are 3 mainstream types:
·KC Safety Certification: The basic threshold for electrical products, divided into 3 levels: mandatory certification, self-regulatory safety confirmation and SDoC, following different channels according to risk levels.
·KC EMC Certification: Controls conducted interference, radiated disturbance and other electromagnetic performance. It is an independent compliance item, parallel to safety certification instead of an accessory.
·KC RRA Radio Certification: Mandatory for products with wireless transmission functions, including Bluetooth, Wi-Fi and other RF modules. Supervised by KCC and implemented by RRA.
Many electronic products need all three certifications. Never assume safety certification alone meets all Korean market access requirements.
2. Document Checklist for KC Safety Certification
1) Mandatory Safety Certification
Applicable to high-risk products covering 57 categories, including most home appliances, power tools, chargers and more. Factory audit is mandatory.

·Product technical specification, complete BOM and key component information
·Detailed circuit diagram for official review
·Product photos: appearance, internal structure and nameplate

·Test report issued by KOLAS accredited laboratory; CB certificate with Korean national difference (DK items) is acceptable for partial exemption
·KC certificates of critical safety components (power supply, plug, wire, etc.) to reduce repeated evaluation
·Factory quality control system documents
·Authorization letter for local Korean agent
Factory inspection is a must for mandatory certification. Authorized institutions designated by KATS will audit production lines, process documents and consistency of key components.Annual surveillance audit is required after the initial factory audit.
2) Self-Regulatory Safety Confirmation
Covers 95 medium-risk product categories with no mandatory factory audit.All core technical documents are consistent with mandatory certification, and the certificate is valid for 5 years.
3) SDoC (Supplier’s Declaration of Conformity)
Exclusive for low-risk products with annual sales restrictions.SDoC testing can be completed by designated or non-designated laboratories, and self-testing is allowed.The local Korean importer must complete official declaration on the KSafety platform, otherwise customs clearance will be rejected.
3. Document Checklist for KC EMC Certification
EMC certification focuses on conducted and radiated electromagnetic interference, operating independently of safety certification.

·EMC test report issued by KOLAS recognized laboratory; FCC and CE EMC reports are not accepted for offset testing
·Power of attorney for Korean local agent
Note: Antenna specifications, RF parameters and transmission power belong to KC RRA materials, which are not required for EMC certification.
4. Document Checklist for KC RRA Certification
Mandatory for devices with Bluetooth, Wi-Fi, 2.4G and all wireless modules. Domestic manufacturers must apply through a local Korean agent.

Important Rules for Wireless Modules
Products adopting pre-certified KC RRA modules can apply for simplified testing under 3 conditions:
·The module certificate is within validity;
·The overall application conditions are consistent with module filing data;
·The overall antenna specification and gain do not exceed the module certification scope.
Antenna replacement or parameter modification will lead to invalid module certificates and require recertification.There is no factory audit for KC RRA certification.
5. Real Lead Time of Korea KC Certification
·KC Safety (Mandatory): 6–12 weeks in total.Testing takes 3–5 weeks; qualified CB reports with DK differences can shorten the cycle.Document review and factory audit take another 2–4 weeks.Combined package discount of 15%–30% is available for simultaneous application of Safety+EMC+RRA.Annual surveillance audit: 2,000–4,000 RMB per year.
·KC EMC: 3–6 weeks for testing and review, cost ranges from 5,000 to 12,000 RMB.
·KC RRA Radio Certification:
-Single-band Bluetooth / Wi-Fi: 4–6 weeks with complete documents;
-Multi-band complex devices: 6–8 weeks;
-Cost: 6,000–15,000 RMB; additional 3,000–8,000 RMB for SAR testing.
The main causes of delay: inconsistent sample and model information, missing Korean manuals, unqualified label marks and unauthorized antenna modification.
