I. Two Core Schemes

·Mode A (BTS/Type 1b): single batch, no factory audit, for SMEs and trial shipments.

·Mode B (PCS): long-term certification, factory audit required, for large-scale exporters.

  II. Main Cost Components

1.Testing Fee (largest portion): ¥12,000 – ¥30,000

·Simple products (plugs, LEDs, adapters): ¥12,000–18,000

·Complex products (home appliances, industrial equipment): ¥20,000–30,000

2.Official Application & Certificate Fee: ¥1,000 – ¥2,000

3.Local Agency Fee (mandatory): ¥5,000 – ¥8,000Covers translation, document submission, local representation, label coordination.

4.Factory Audit Fee (PCS only): ¥20,000 – ¥50,000Includes auditor travel and on-site inspection. Annual supervision: 30–50% of initial cost.

5.Annual Maintenance Fee (PCS only): 30–50% of initial audit cost.

6.Label Fee & MiscellaneousMinimal cost, usually included in agency fees.

  III. Additional Costs

Retesting, translation, expedite fees, standard update difference testing (30–50% of original testing cost).

  IV. Total Cost Reference

·Mode A (BTS): ¥10,000 – ¥20,000 (excluding extra fees)

·Mode B (PCS): initial ¥42,000 – ¥100,000 + annual supervision ¥6,000–25,000

  V. Important Notes

·Energy storage batteries and automotive lubricants are not under ST COA.

·Wireless products require extra MCMC certification: RM3,000 – RM8,000 (≈¥4,710–12,560).

·CB reports may reduce testing costs by ¥2,000–5,000.

·Avoid low-ball quotes that exclude hidden fees.
