ITU-T is the standards body that develops Recommendations, not a certification body — there is no "submit and get a certificate". It issues no certificate and runs no factory audit. Asking what documents it needs first means settling whether you want to take part in developing a Recommendation or use one in your product.
Taking part means submitting contributions to a study group to move the text forward; using a Recommendation in a product means treating it as a test basis, voice quality being one example. The two paths need completely different material — mixing them wastes a pile of effort.
The application form plus a signed copy. Fill the form online, then email the signed copy to ITU's membership mailbox per the page guidance — no postal mailing. Company information, contact and study-group choice should be right the first time; changing them later is tedious.
Approval is not in ITU's hands. For company, institution and academic applications, ITU forwards them to the member-state administration on receipt, and the state approves per its own procedure; if not approved, it stalls there. International and regional organisations skip this step and go through the General Secretariat directly.
After approval, pay the annual fee. Sector members pay by fee units, minimum half a unit, with the option to pay more. Lower tiers are reserved for specific categories that an ordinary enterprise cannot select — see ITU's current fee schedule.
The template is mandatory. Each study group has its own contribution template; the source identifier, title, abstract and contact columns cannot be missing, and a blank Word document written on your own will mostly be returned.
The format is DOCX, using Word 2007 or later. For other formats, attach a PDF as well, especially when the document carries fields, graphics or revision marks.
Do not draw figures with Word's built-in drawing tool. Use professional drawing software and insert the result; otherwise the figure distorts or even disappears across version conversions.
There are two submission channels: upload through the direct document-submission system, or send to the study group secretariat's email per their guidance. After sending, you may request a receipt confirmation.
ITU-T, ITU-R, ISO and IEC share one patent policy. When a contribution touches a possibly-necessary patent, the right holder submits a patent statement and licence declaration form, ticking one of three options: licence free of charge, licence on reasonable terms, or unwilling to licence on either basis.
The policy encourages early disclosure so the patent issue is laid open during development rather than surfacing after the text is settled. The organisation does not judge necessity and does not join licence negotiations — those are left to the parties.
If you are unsure whether you hold a relevant patent, you can also submit a general declaration without pointing to a specific Recommendation. That is steadier than submitting nothing.
For a Recommendation going through the alternative approval procedure, once the study group passes it the secretariat publishes it, opening a four-week final comment period. No comment means approval; a comment goes to comment handling and another round of additional review.
What you prepare in that window is mostly supplementary data and a revised draft answering the comments. Whether you can submit before the session directly decides whether the contribution lands in this round or the next.
This is a different pile of material. Take voice quality as an example: prepare a mass-production-state sample, locked firmware, matching accessories and a test-environment description. Whether the report is accepted depends on whether the lab's accreditation scope includes those Recommendations.
Sample state is a high-frequency rejection cause. Data from an engineering sample or a sample with changed parameters does not count; it must be the complete unit matching production with stable firmware.
