CCC Certification – Which Products Are Covered? From Automotive Electronics to Smart Home

CCC – China Compulsory Certification – is the baseline for product access in China. Managed by the State Administration for Market Regulation – implemented by CNCA. Products on the catalogue – without certificate and label – cannot be manufactured, sold, or imported.

In 2026, the system saw significant changes – 16 product categories moved from self‑declaration to third‑party certification. Note: the mode changed – not the catalogue – no new categories were added.

1. CCC Certification – Core Product Categories

CCC is not a universal certificate for all products. Only products on the Compulsory Certification Catalogue are mandatory. The catalogue is dynamically managed by SAMR.

1.1 Cables and wires
Power cables for construction, control cables, overhead insulated cables – all listed. From household power cords to site distribution cables – the compliance path is CCC.

1.2 Circuit switches and protective devices
Circuit breakers, RCDs, disconnectors, fuses – core components in low‑voltage distribution. Household wall switches and industrial distribution‑board breakers – different ratings – same requirement.

1.3 Low‑voltage equipment
Contactors, relays, starters, push‑buttons, limit switches – basic industrial automation components.

1.4 Power tools
Drills, angle grinders, rotary hammers, saws, electric screwdrivers – handheld ones are on the list. Bench drills and bench grinders are not in the CCC catalogue.

1.5 Household appliances, audio‑video, and IT equipment
Household appliances: refrigerators, washing machines, air conditioners, water heaters, rice cookers, microwaves, induction cooktops, vacuum cleaners. TVs, speakers, set‑top boxes: audio‑video. Computers, tablets, monitors, printers: IT equipment.

1.6 Lighting equipment
Complete LED luminaires (downlights, ceiling lights, streetlights) – mandatory CCC. LED drivers are also covered. LED bulbs sold separately are light sourcesnot in the CCC catalogue.

1.7 Motor vehicles and safety components
Whole vehicles: vehicle CCC. Safety components are separately listed: seat belts, seats and headrests, safety glass, tyres, motorcycle helmets, tachographs, retro‑reflective markings – all mandatory.

1.8 Children's products
Child safety seats, strollers, electric toys, plastic toys, metal toys – all on the list.

1.9 Fire‑protection products
Fire alarms, fire extinguishers, fire hoses, fire doors, fire‑retardant coatings, emergency lighting – covering main building fire‑protection equipment.

1.10 Security products
Burglar alarm controllers, intrusion detectors, security safes – on the list. Network cameras were removed from the CCC catalogue in 2022 – home security cameras do not require CCC.

 2. Automotive Electronics – CCC Classification Rules

2.1 Front‑load OEM components
Factory‑fitted front‑load head units – following the whole‑vehicle CCC certification. After the vehicle obtains CCC, components do not hold separate certificates – component‑level type testing was performed during certification – the OEM retains test reports and compliance records.

2.2 Aftermarket head units and independent automotive electronics
Aftermarket head units and multimedia head units – first priority: audio‑video equipment – safety standard GB 8898not GB 4943.1. EMC: GB/T 9254.1-2021 and GB/T 17618. Pure 12V‑powered independent dashcams with no mains input – many are not in the CCC catalogue.

12V in‑vehicle USB chargers powered from the cigarette lighter – mostly not in the CCC catalogue. Mains‑powered in‑vehicle adapters – separate case. CCC catalogue EMC mandatory assessment only applies to mains‑powered products – 12V DC‑powered in‑vehicle devices are generally not required to do separate EMC. In‑vehicle power transients (ISO 7637) – OEM procurement specifications – CCC does not assess.

  3. Smart Home – CCC Catalogue Adaptation Rules

Smart speakers sit at the intersection of audio‑video and IT equipment. With a screen: add display‑device assessment – which implementation rule applies depends on the primary function and use case.

Smart door locks: not CCC. With keypad and fingerprint recognition – including burglar‑alarm‑related categories – removed from the CCC mandatory catalogue in 2022 with other security products. Pure mechanical locks without electronic identification – have never been on the catalogue.

Smart bulbs and smart plugs: at the intersection of lighting and low‑voltage equipment. LED luminaires with Wi‑Fi modules: full luminaire CCC – module SRRC is separate. Smart plugs: low‑voltage equipment CCC – communication module SRRC is separate. The two access systems do not substitute for each other – neither exempts the other. Products on the catalogue with built‑in Wi‑Fi/Bluetooth modules – the module's CCC does not exempt the whole product.

Smart appliances with Wi‑Fi – CCC electrical‑safety test items are the same as traditional non‑connected models – adding communication functionality does not create safety‑test exemptions.

  4. 2026 CCC System – Major Changes

SAMR Notice No. 57/2025 specifies 16 product categories moving from self‑declaration to third‑party certification:

·Fuses, small motors, drills, grinders, rotary hammers, DC arc welders, TIG welders, MIG/MAG welders, plasma cutters, automotive safety glass, seat belts, vehicle lighting and signalling devices, indirect‑vision devices, seats and headrests, tachographs, retro‑reflective markings.

Transition period: 1 July 2026 – 31 December 2026. Designated certification bodies are now accepting CCC applications – companies switch from self‑declaration to third‑party. After 1 January 2027, customs entry requires CCC certificates – self‑declaration is no longer accepted.

The tachograph on the list is a commercial‑vehicle regulatory device – not consumer‑grade dashcams – two different catalogue categories.

Products manufactured before the transition period and within the self‑declaration validity period – can continue to be sold – no certificate conversion required. Not all existing self‑declarations are invalidated.

  5. CCC vs. CQC – Core Difference

These two are frequently confused.

·CCC: compulsory certification – if it's on the list, you can't avoid it.

·CQC: China Quality Certification Centre – a designated CCC certification body – issues CCC compulsory certificates and voluntary CQC mark certifications.

Imports and exports – another common misconception. CCC is China's mandatory market access – having CE or FCC does not mean customs clearance. If an imported product falls on the CCC catalogue – CCC is required. Export products: CCC is useless – destination countries do not recognise it.

Low‑power Class III exceptions in audio‑video and IT equipment: ≤15W, ≤5V DC, no built‑in rechargeable battery – may use the self‑declaration model – no third‑party CCC certificate required.

  6. Certificate Maintenance and 2026 Enforcement Tightening

CCC certificates are valid for 5 years – apply for renewal at least 90 days before expiry. If the product is unchanged, standards haven't been updated, and annual surveillance is clean – the certification body may only do document review. Standard updates, product changes, or high‑risk categories – supplementary testing may be required.

2026 enforcement has tightened significantly:

·Unannounced inspection rates have increased substantially – surprise audits are now routine.

·Type‑test samples are now randomly taken from production lines or warehouses by the certification body – closing the sample‑vs‑mass‑production consistency loophole.
