Required Certifications for Vehicle Emergency Call Products
EU eCall Certification
Mandatory for new passenger cars and light commercial vehicles since 2018. Include P.1140 voice test, data protocol test, GNSS positioning test and UN R144 whole vehicle type approval. UN R144 certificate has no fixed validity with regular supervision audit required.
Russia ERA-GLONASS Certification
Independent of EU eCall, adopting local GOST speech standards incompatible with ITU-T P.1140. Separate testing is required for dual-market layout. Certified under TR CU 018/2011 with 5-year EAC certificate validity.
Other Markets
UAE, Saudi Arabia, Singapore and Australia have differentiated emergency call compliance requirements.
EAC & EU Certification Document List
Technical description, BOM, circuit diagram, P.1140 test report, EMC report, ISO 9001/IATF 16949 certificate and manufacturer declaration of conformity.
Certificate & Report Validity Rules
P.1140 test report has no official validity, but certification bodies only accept reports issued within 1–3 years. Product audio structure modification requires retest. Module certification keeps valid without major design changes, with regular production consistency audit required.
