Thailand NBTC BS 3004-2567 Standard, Test Items & Covered Products

2026-05-15

Since the official implementation of NBTC BS 3004-2567 in BE 2567 (2024 Gregorian calendar), three core questions are frequently asked: standard code meaning, product applicability, and required test items. This article interprets all key points clearly without confusing different standards.

1. Definition of BS 3004-2567 Standard Code

·BS: Broadcasting Standard prefix issued by NBTC (National Broadcasting and Telecommunications Commission). NBTC BS series governs broadcast and wireless terminal devices, independent of Thailand TIS industrial standard system with separate regulatory authorities.

·3004: Classification code for digital audio broadcast receiving devices under NBTC 3000-series broadcast and telecom terminal standards. Distinguished from 3001/3002/3003 codes for other wireless terminals.

·2567: Thai Buddhist calendar, equivalent to 2024 Gregorian calendar, the official promulgation year of the standard.

Key note: BS 3004-2567 is a Thailand local NBTC broadcast standard, not international or EU standard. It references ETSI technical frameworks but only takes effect within Thailand; EU market recognizes ETSI EN 300 401/EN 303 186 instead of NBTC BS 3004-2567.

  2. ETSI Technical Framework Reference

BS 3004-2567 defines approval rules and document requirements, with specific RF performance indicators referencing two core ETSI standards:

·ETSI EN 300 401: DAB system basic standard specifying physical layer parameters including frequency stability, modulation mode and frame structure.

·ETSI EN 303 186: DAB receiver dedicated standard extracting receiver performance requirements from EN 300 401 for targeted testing.

Logical relationship: EN 300 401 = system standard, EN 303 186 = receiver special standard, BS 3004-2567 adopts both as Thailand market technical thresholds with NBTC retaining interpretation and revision rights.

  3. Core Test Items of BS 3004-2567

Testing follows ETSI EN 303 186 with six core evaluation items:

·Receiver Sensitivity: Critical indicator measuring weak signal demodulation capability at specified signal-to-noise ratio thresholds.

·Frequency Tolerance: Verifies frequency deviation between actual operating frequency and nominal frequency to avoid channel lock failure.

·Adjacent Channel Selectivity: Evaluates anti-interference capability under adjacent channel signal disturbance for spectrum crowded environments.

·Blocking Characteristic: Tests reception performance under strong interference signals at critical frequency points.

·Intermodulation Response: Verifies resistance to pseudo-signals generated by nonlinear interaction of multiple interference signals.

·Spurious Response: Identifies sensitive frequency points and confirms no performance degradation under strong interference injection.

Test item combinations vary by product: dual Band III & L-Band devices require more test points than single Band III receivers.

  4. Product Scope of BS 3004-2567

Mandatory Approval Products

All devices with built-in DAB/DAB+ receiving function: portable/desktop DAB radios, smart speakers with DAB+ reception, car infotainment systems and dashcams integrated with DAB/DAB+ modules. Any product with DAB/DAB+ broadcast reception function needs approval, whether via built-in or external modules.

Exempted Products

·Pure FM analog broadcast receivers (follow separate standard and approval process).

·DAB/DAB+ signal transmitting equipment (regulated by separate radio licensing rules).

·Wi-Fi/Bluetooth-only devices without DAB/DAB+ function (follow independent telecom approval procedures).

DAB Module Approval Rule

·Independently sold/imported DAB modules: Mandatory separate NBTC type approval, cannot use 整机 approval for customs clearance.

·Factory-integrated modules not sold separately: Exempt from individual approval, covered by 整机 type approval.

DAB & DAB+ Compatibility

DAB+ is an upgraded version backward compatible with DAB signal reception. BS 3004-2567 only requires normal demodulation of local DAB/DAB+ signals without mandatory full DAB+ high-order coding parameter coverage.
