China eCall: GB 45672-2025 Certification Steps and Timeline

GB 45672-2025 Vehicle Accident Emergency Call System will be fully enforced on July 1, 2027. As China’s first mandatory national standard for vehicle emergency call systems, it covers M1 passenger cars and N1 light-duty trucks.

1. Mandatory Implementation Timeline of GB 45672-2025

Officially released on April 25, 2025, GB 45672-2025 takes effect on July 1, 2027, applying equally to all newly declared M1 and N1 vehicle models with no separate implementation timeline.

Stock models already with vehicle announcement approval enjoy a unified transition period: M1 passenger cars until June 30, 2028; N1 light-duty trucks until December 31, 2028. Eligible existing models can still be produced and sold normally during the transition even without AECS installed.

In short: All new passenger cars and light trucks must be equipped with eCall function from July 1, 2027. Stock M1 models have a 13-month transition period until mid-2028, while N1 models have a 19-month transition until the end of 2028. Avoid delaying certification until the deadline.

  2. Certification Approval Route for GB 45672-2025

As a mandatory national standard, GB 45672-2025 is implemented via the MIIT vehicle manufacturer and product announcement system, not the CCC certification framework. Vehicles can only be legally launched and registered after being included in the MIIT announcement catalog and meeting all standard inspection requirements.

Key note: GB 45672 compliance finally relies on vehicle type approval test. There is no independent component certification exemption for whole vehicles. Neither T-Box nor communication module can obtain separate certification to waive whole-vehicle testing. Claims that component testing alone qualifies for compliance are inaccurate.

·Component-Level Pre-Compliance TestingNot legally mandatory but widely adopted in the industry. Conduct preliminary testing on T-Box or core communication modules to expose design defects in advance. Authorized national automotive testing institutions are fully qualified for GB 45672 full-item testing, with CATARC, China Automotive Engineering Research Institute and GRGT being the top three with the busiest schedules.Pre-testing verifies design compliance and familiarizes lab procedures to improve one-pass rate in formal whole-vehicle testing.

·Whole-Vehicle Type Approval TestMandatory official procedure conducted at MIIT-recognized labs. Test items include automatic/manual trigger verification, Beidou positioning performance, 4G network connection, MSD transmission, hands-free voice call and mechanical shock resistance.Bench signal simulation is allowed for collision trigger logic verification, but whole-vehicle working condition linkage verification cannot be fully replaced by bench testing.With normal lab scheduling, complete samples and one-pass approval, full testing can be finished in over ten days. The main time cost lies in lab queuing, especially for top-tier institutions.

·Technical Document Compilation & ReviewAfter passing type testing, organize test reports, product manuals, technical specifications, circuit design documents and risk assessment reports for submission to MIIT Equipment Industry Development Center for type approval review. Document completeness and format standardization are the core review focuses.

·Announcement Publicity & Certification IssuanceAfter review approval, MIIT conducts official publicity. Upon completion of the publicity period, type approval certificate is issued, and the vehicle is included in the announcement catalog for market launch.

  4. Overall GB 45672-2025 Certification Cycle

With complete documents, ready samples and one-pass approval, the whole process from preparation to certificate issuance takes 3-4 months. Repeated rectification or severe lab backlog may extend the cycle to over 6 months.To complete certification before July 1, 2027, passenger car manufacturers are advised to launch preparation in the second half of 2026 at the latest, and start pre-testing earlier to avoid schedule risks.

  5. Significance of T-Box Component Pre-Testing

Most automakers adopt T-Box pre-testing for lower sample cost, shorter rectification cycle and flexible design adjustment, without affecting whole-vehicle type approval scheduling.Whole-vehicle testing is restricted by vehicle quantity, site and weather conditions. Component-level pre-verification of core indicators greatly saves waiting time.

  6. Solutions for Old Announcement Models

Existing approved models failing the new standard have two rectification options:

·Install independent AECS modules: Requires vehicle structure modification and official announcement expansion & filing procedures; private refitting without official filing is prohibited.

·Upgrade existing T-Box with integrated AECS function: Also mandatory for announcement modification filing.Choose solutions based on original hardware conditions and cost control. Models without 4G LTE or Beidou positioning support need full T-Box replacement; hardware-qualified models can adopt software upgrade or refitting solutions with mandatory announcement modification.
