South Korea KC Certification (Former MIC Certification): Does Your Product Require KC Compliance?

With years of experience serving the South Korean market, we are frequently asked whether a product needs KC certification and which application route to choose. The judgment is mainly based on product circuit design, wireless functions, network access features and risk level. Combined with practical experience and the latest 2026 regulations, we elaborate on requirements for various product categories as below.

1. Mainstream Products Mandatorily Required to Apply for KC Certification

All electronic and electrical products listed in the regulated catalog must obtain KC certification for sales in South Korea, with dedicated test standards and items for different categories.

1.Household AppliancesRefrigerators, air conditioners, rice cookers, washing machines, microwave ovens, bathroom electrical appliances and other home appliances are fully regulated. Microwave ovens are classified as both household appliances and ISM industrial radio frequency equipment, so their EMC tests shall adopt KS CISPR 11 instead of the general KS CISPR 14 series for home appliances.

According to the new rule effective April 2026, five product categories including vacuum cleaners, washing machines, dryers, microwave ovens and bathroom electrical appliances are switched from Safety Certification to Safety Confirmation for new applications, with factory inspection cancelled. Existing certified products still follow the original annual audit rules.

2.IT & Office EquipmentComputers, monitors, printers, copiers and other devices only need safety and EMC tests in general. Wireless devices such as routers require additional RF tests besides safety and EMC. For household routers, the safety standard is KS C IEC 62368-1 and the EMC standard is KS CISPR 32.

3.Audio-Visual EquipmentTVs, speakers, projectors, set-top boxes and other products take safety + EMC as basic requirements. Products equipped with Bluetooth, Wi-Fi and other wireless functions need extra RF tests.

4.Lighting ProductsLED desk lamps, ceiling lamps, street lamps, light strips and other lighting products comply with KS C IEC 60598 series for safety tests and KS CISPR 15 for EMC tests.

5.Power Supply & Charging ProductsPower adapters, chargers and UPS uninterruptible power supplies are required to complete safety and EMC tests.

6.Power ToolsDrills, electric saws, angle grinders and other power tools uniformly adopt the KS CISPR 14 series for EMC tests.

7.Security EquipmentWired cameras and alarms only need safety + EMC tests. Wireless cameras and security products with RF remote control functions must add RF tests.

8.Wireless ProductsDevices integrated with Bluetooth, Wi-Fi, Zigbee, NFC, cellular communication and wireless charging transmitters are subject to mandatory RF tests.

·Wireless charging transmitters fall into the RF scope and require RF tests

·Pure wireless charging receivers are exempted from RF tests

The wireless device classification system is fully implemented in 2026:

·Class 1 (Low-risk short-range devices): Bluetooth headsets, wireless keyboards and mice with greatly simplified certification procedures

·Class 2 (High-risk devices): 5G routers, high-power RF devices requiring full set of tests

Cellular terminals such as mobile phones are not covered by this classification and follow independent rules for RF testing and telecom access with stricter supervision.

9.Smart Networked ProductsSmart cameras, networked sockets, smart lamps and similar products need safety, EMC and RF tests (if with wireless functions). Cybersecurity tests have become fully mandatory in 2026 and are a key focus of official inspections.

  2. Special Requirements for Easily Confused Products

These products have ambiguous regulatory boundaries and are prone to compliance violations.

·USB-powered Small DevicesUSB fans, mini humidifiers, night lights and other low-voltage DC devices may be exempted from safety certification in accordance with South Korea’s electrical appliance safety catalog. However, EMC tests are compulsory for all products with built-in electronic circuits. Note that only the KC mark is recognized in the South Korean market; EU CE marks are not valid locally.

·Power Banks & Lithium Battery ProductsFinished power banks need both KC safety certification and EMC tests. Matching AC adapters require separate KC safety certification. Built-in lithium battery cells and battery packs as key components must comply with the KC 62133 standard and obtain corresponding KC certification. Ordinary disposable dry batteries are generally outside the scope of mandatory KC regulation.

·Modified & Refurbished ProductsFor certified products with revised circuits, replaced core components or updated RF modules, re-testing and certificate renewal are mandatory since such changes will affect product safety, EMC or RF performance. If only appearance, packaging or silk-screen printing are modified without changing product performance, re-testing is not required but internal technical documents must be updated timely.

·Multi-functional Composite ProductsDevices integrating Bluetooth speakers, wireless chargers and LED night lights must pass all corresponding tests, with safety, EMC and RF all indispensable.

  3. Special Product Categories Excluded from General Electronic KC Certification

Medical electrical equipment, explosion-proof equipment and personal protective equipment are regulated by dedicated local laws in South Korea, with completely different certification procedures and standards compared with ordinary consumer electronics. Nevertheless, if these products are equipped with conventional electronic circuits or wireless RF modules, they still need to complete KC safety, EMC and RF tests as required. In addition, EU directives such as MDR, ATEX and PPE only apply to the European market and cannot be applied to South Korean market access.

  4. Three KC Certification Application Routes (Select as Required)

KC certification has three modes determined by product risk level and official regulated catalog, featuring huge differences in procedures, costs and validity periods.

·Safety CertificationApplicable to high-risk products such as large home appliances and high-capacity lithium batteries. Mandatory factory inspection and annual surveillance audits are required. Certificates have no fixed expiry date and remain valid subject to passing annual audits.

·Safety ConfirmationThe most mainstream mode for most medium and low-risk conventional electronic products. No factory inspection is required, and certificates are valid for 5 years. The five categories of home appliances mentioned above adopt this mode for new applications starting from 2026.

·SDoC (Supplier’s Declaration of Conformity)For ultra-low-risk products. Manufacturers issue compliance declarations on their own and archive test reports and complete technical documents. No official certificate application is needed, and the manufacturer takes full responsibility for compliance.
