Most enterprises fail in Australian market access due to confusing three compliance marks: RCM, SAA and C-Tick.We clarify their relationship, RCM definition, operation process and latest updates of 2026.
·RCM (Regulatory Compliance Mark): Unified mandatory compliance mark for Australia and New Zealand, covering electrical safety, EMC and radio communication.
·SAA: Refers to safety test standards and authorized certification bodies in the RCM system. SAA safety testing is a necessary part for high-risk RCM products, not an independent certificate.
·C-Tick: Obsolete EMC mark, fully integrated into RCM in 2016. Completely abolished in 2025 and no longer applicable in 2026.
2. Coverage of RCM Certification
RCM is mandatory and regulated by ACMA, cooperating with the EESS safety system:
·Electrical Safety: Prevent electric shock and fire hazards;
·EMC Electromagnetic Compatibility: Control interference and anti-interference performance;
·Radio Communication: Additional RF testing for Bluetooth, Wi-Fi and wireless devices.
3. Three Risk Levels of RCM
·Level 3 (High Risk): Power adapters, high-power home appliances, etc. Mandatory SAA safety test + EMC test, EESS registration and regular factory audit.
·Level 2 (Medium Risk): Low-voltage small home appliances, lighting products. Complete safety and EMC testing with no factory audit.
·Level 1 (Low Risk): DC equipment below 12V. SAA safety exemption until December 2026, only EMC compliance is required.
4. RCM Certification Process
·Appoint local Australian / New Zealand responsible supplier with ABN/IRD number (mandatory requirement);
·Confirm product risk level and corresponding AS/NZS standards;
·Complete testing in ILAC/NATA recognized laboratories; CB reports can be converted to save cost and time;
·Finish EESS safety registration and ACMA compliance declaration;
·Permanent RCM marking on product body and complete technical document filing.
5. Two Critical Deadlines in 2026
·Low-risk product SAA exemption expires in December 2026;
·EESS strictly audits laboratory qualification after 2025; only ISO 17025 accredited reports are accepted.
