OFCA Certification

Introduction to OFCA Certification:

OFCA represents Hong Kong's mandatory wireless certification. All radio frequency and telecommunications products sold in Hong Kong must comply with the authority's requirements and display the OFCA mark and approval number on the product.

The full name of OFCA is the Office of the Communications Authority, established on 1 April 2012.

It succeeded the Office of the Telecommunications Authority (OFTA).

Under the Mandatory Verification Scheme, applying for telecommunications equipment verification is a compulsory measure. Before using or selling telecommunications equipment in Hong Kong, compliance with the following provisions must be confirmed:

Item Specifications:

(1) Relevant HKCA specifications;

(2) Technical standards prescribed or approved by the Director-General of Communications where no relevant HKCA specifications exist;

(3) Specifications equivalent to those in (1) or (2) above.

OFTA Certification Process

Document Appraisal: Review test reports issued by accredited testing agents to determine whether equipment requires appraisal.

Equipment Appraisal:

(1) Inspection of telecommunications equipment samples by the certification body in accordance with relevant HKTA specifications;

(2) Testing of telecommunications equipment samples by an accredited testing agent in accordance with relevant HKTA specifications or equivalent specifications;

(3) Type approval of telecommunications equipment in accordance with equivalent specifications related to HKTA specifications, accompanied by relevant test reports.
