ITU-T P.1140 is an official standard released by the International Telecommunication Union, full name Requirements for speech communication for vehicle-originated emergency calls. It specifies speech communication performance requirements for vehicle emergency call systems such as EU eCall and Russia ERA-GLONASS. The latest version is P.1140 (10/21) released in October 2021.

It is a test method standard rather than an independent certification with official certificates.

ITU-T P.1140 is only a test link in emergency call certification. Russia ERA-GLONASS adopts local GOST speech standards and does not enforce P.1140, but often refers to its test methods. Only qualified calibrated laboratories are recognized for P.1140 testing.
